Local Government Administration and the Challenges of Rural Development in Nigeria

Abstract

Rural development of the grassroots has been the concern of every responsible and responsive political system. This is because development and participation have continued to elude people of the grassroots. Development remains insignificant if it does not positively affect the lives of those in the periphery of decision making arrangement. The Nigerian state therefore created local government as the third tier of government whose objective is to ensure effective, measurable and efficient service delivery to the people. Local government is faced with various difficulties. The major concern of this paper is to dwell on these difficulties and illuminates the factors that are responsible for them. In achieving this, the paper relies on descriptive approach and unstructured interview. It concludes that problems of local government are multifarious in nature and the solutions for them should be adequate and practical in order to evolve viable and development-oriented third tier of government.

Introduction

The expediency for the creation of local government anywhere in the world stems from the need to facilitate development at the grassroots. The importance of local government is a function of its ability to generate sense of belongingness, safety and satisfaction among its populace. All forms of government, regimes or political systems have so far ensured the attainment of this goal. Such strategy for ensuring national administrative development and political efficacy is found in the concept and practice of local government. Whatever is the mode of government, local government has been essentially regarded as the path to, and guarantor of, national integration, administration and development.

In Nigeria’s socio-political context, with multiplicity of culture, diversity of languages and differentiated needs and means, the importance of such an organisation in fostering the needed national consciousness, unity and relative uniformity as well as preservation of peculiar diversities cannot be over-emphasised. Central to the creation of local government, however, is its ability to facilitate an avenue through which government and the people intermix, relate and more quickly than any other means resolve or dissolve issues that may have heated the system. Local government has been perceived as a panacea for the diverse problems of the diverse people with diverse culture.

As important as this tier of government has been, there seems to be some impediments that have been infringing on its performance and functions in recent times. These impediments range from political but undue interference of the higher levels of government i.e. federal and state governments, bribery and corruption to embezzlement and gross inadequacy of well-trained and qualified personnel to mention a few.

The Concept of Local Government

The concept of local government involves a philosophical commitment to democratic participation in the governing process at the grassroots level. This implies legal and administrative decentralisation of authority, power and personnel by a higher level of government to a community with a will of its own, performing specific functions as within the wider national framework. A local government is a government at the grassroots level of administration “meant for meeting peculiar grassroots need of the people (Agagu, 1997:18). It is defined as “government by the popularly elected bodies charged with administrative and executive duties in matters concerning the inhabitants of a particular district or place (Appadorai, 1975:287).

Looking at the existence, performance and relevance of local government, Laski (1982:411) opines that:

we cannot realise the full benefit of democratic government

unless we begin by the admission that all problems are not

central problems, and that the result of problems not central

in their incidence requires decision at the place, and by the

person, where and whom the incidence is most deeply felt

Local government can also be defined as that tier of government closest to the people, “which is vested with certain powers to exercise control over the affairs of people in its domain” (Lawal,2000:60). A local government is expected to play the role of promoting the democratic ideals of a society and co-ordinating development programme at the local level. It is also expected to serve as the basis of socio-economic development in the locality.

Observations have shown that local government in Nigeria has not performed to expectation. Keen observers have since adduced various propositions for explaining the reasons why the system has recorded abysmal level of inefficiency and ineffectiveness vis-à-vis justification for its establishment. But before reading into the problems of local government, we shall first attempt to illuminate the historical background of local government in order to have adequate grasp of its future and achieve deeper understanding of salient issues raised in this paper.

Brief Historical Background of Local government System in Nigeria

Regardless of nomenclature, local government is a creation of British colonial rule in Nigeria. It has overtime experienced change in name, structure and composition. Between 1930s and 1940s, for instance, local government was known as chief-in-council and chief-and-council, where traditional rulers were given pride of place in the scheme of things. In the 1950s, election was introduced according to the British model in the western and eastern parts of the country with some measure of autonomy in personnel, financial and general administration (Nwabueze, 1982:20-21). It was on this premise that the rising tide of progress, growth and development experienced in the local governments in these areas was based. The pace of this development was more noticeable in the south than in the north.

During this period, heterogeneity was the hallmark of local government as there was no uniformity in the system and the level of development was also remarkably different. The introduction of 1976 reforms by military administration of General Obasanjo brought about uniformity in the administrative structure of the system. The reforms introduced a multi-purpose single-tier local government system (Ajayi, 2000:70)

The reforms also introduced population criterion under which a local government could be created. Consequently, a population of within 150,000 to 800,000 was considered feasible for a local government. This was done to avoid the creation of non-viable local council and for easy accessibility. There was provision for elective positions having the chairmen as executive head of local government with supervisory councillors constituting the cabinet. This was complemented by the bureaucrats and professionals, such as Doctors, Engineers, etc., who were charged with the responsibility of implementing policies (1976 Guidelines).

In 1991, a major landmark reform was introduced as the system had legislative arm. In addition, the Babangida administration increased the number of local government from 301 in 1976 to 453 in 1989 and 589 in 1991. the Abacha regime also increased the number to 774 local councils that we have today and the administrative structure also underwent some changes (Ajayi, 2000:71).

In summary, it can be said that no public institution in Nigeria has been so subjected to frequent reforms than local government. Nearly every successive administration introduces one administrative change or the other. Apart from the celebrated 1976 reforms, state government officials have also introduced various manipulations. For instance, in Ekiti state, the tenure of elected local government officials was reduced to two years. While some retained it to reflect three years. In the southwest, except for Lagos, a caretaker committee was introduced in 2003 immediately after the general elections. In similar vein, in June 2007, some state governments dissolved their local councils and appointed caretaker committee to steer the affairs of the council prior the conduct of elections.

It is germane to note here that these changes were not without resultant effects. Some of these changes met with social strife. For instance in 1997, the relocation of some local government headquarters was marked with large scale destruction of lives and property in Ondo, Osun, Delta, Rivers and Cross-River States (Omotosho, 1998:94-105). Specifically in Ondo State, the relocation of the then newly created Akoko South East local government headquarters from Oba Akoko to Isua Akoko was met with destruction of lives and property. In 1998, Abubakar administration introduced sole administrator system at the grassroots level before elections were conducted in December 1998 for the posts of chairmen and councillors. Also the dissolution of local councils in Ekiti State by the new administration of Governor Segun Oni in June 2007 generated furore between the local council’s chairmen and the governor.

In essence, it has become almost fashionable in Nigeria for incumbent administration to introduce one change or the other in the institution. So far, local government system in Nigeria has not been stable and this leaves its future to remain bleak, uncertain and insecure.

Problems of Local Governments in Nigeria

Despite the justification for the establishment of local government and its inevitable importance to the people at the grassroots level, this tier of government seems not to have justified the reasons for which it was established. The questions that summarily come to one’s mind are: why has local government not lived up to its expectations? What are the causes of these seemingly conspicuous weaknesses? What are the challenges of the local government? And how can these weaknesses be corrected and the challenges met?

The problems of local government are multifarious in nature and it is the concern of this paper to explain them in details. These problems include:

Finance

Despite the increase in the total amount of funds available to local government in Nigeria since early 1990s, its economic and financial profile is still very poor, relative to the development programme it is expected to carry out. This situation is not unconnected to the mismanagement and embezzlement of these funds by the local councils.

Inadequacy of Skilled Workers

Save for some few local councils in Lagos states and, perhaps, some southern states, local government generally has experienced and is still experiencing dearth of skilled, technical and professional staff like qualified engineers (of all types), medical doctors, accountants, statisticians, economists, lawyers, town planners, to mention a few. The facilitating factors for this include:

? Low image of local government in the mind of professionals who feel and think that there is no job satisfaction sufficient to keep them at that low level of public service.

? Hopeless nature of the job attributable to, and arising from, low or no incentives for junior workers, no chances for creativity and innovation as well as perpetual delay in payment of salary.

? Recently and more importantly, threat and fear of retrenchment of junior workers has derailed their psychological balance and affected their efficiency and output. This is fashionable in Ondo and Ekiti states where series of staff audit were being carried out just for the purpose of downsizing to reduce wage bill as a result of the demand for and payment of fifteen percent increase in salary.

? Manner of recruitment is questionable as it is based on subjectivity and consideration of sentiment. Employment was based on favouritism, nepotism, ethnic and political consideration and other primordial factors that replaced and displaced competence, qualification, experience and performance.

Problems of Participation and Involvement

For the past decades, more euphemistic phrases have since been employed to justify people’s participation at the grassroots. They include: “Development from Below”, “Bottom-up Approach to Development”, “Popular Participation”, Bringing Government Closer to the People” and other catchphrase to argue for people’s involvement the affairs that directly affect them (Lawal, 2000:66). From all indications and convictions, research and physical observations have shown that there has been more hue and cry than action. Local government prepares estimates for its revenue and expenditure without proper recourse to, and due consultation with, the people for whom the exercise is being carried out to know their needs, their problems and potentials. A number of factors are responsible for non-involvement of people in their own affairs. These include:

? Loss of interests in the project that will not benefit the chairmen and their cohorts.

? The age-long belief by the officials that people are ignorant, illiterate and unenlightened.

? Lack of political will by the leadership to run an open administration due again to selfish interest.

? Poverty of socio-political philosophy for change.

Misplaced Priority

Hard-earned and limited resources accrued to and raised by local government are always mismanaged. Priorities are misplaced; projects are done not according to or as demanded by the people but regrettably in tune with the selfish end and aggrandisement of the political leadership in collaboration with the senior bureaucrats at the local government level of administration.

Coupled with this is the greatest bane of development in the Nigerian public service in general and local government in particular which corruption is. Reports of probe panels at the three tiers of government have revealed the culpability of civil servants. Corruption in low and high places, corruption has been rampant among the senior civil bureaucrats to whom the public funds meant for developmental purposes are entrusted.

Generally, wide-scale embezzlement by officials of the grassroots has made the needed development of the grassroots a tall dream and has rendered them financially incapable to discharge their constitutionally assigned responsibilities.

General Indiscipline

Indiscipline is rampantly perceived and well pronounced among the workers in third tier of government. The senior officers who travel to their families away from their offices on Friday return very late the following Monday or may decide to stay back till Tuesday; and the junior members of staff who directly or indirectly observe this more often than not are in the habit of playing truant with their jobs. Little or no commitment to duty has become a rule rather than an exception.

Offices have been turned to marketplaces where officers hawk their goods freely. The rules that guide moral conduct and professional ethics seem to have, at worse, become cobweb that is so weak to tame the monstrous activities of the workers.

Indiscriminate lustful desires are noticeable among the workers. The official’s relationship between super ordinates and subordinates has been stained. Strict instructions handed down from top echelon to the bottom are either not followed or treated with levity as a result of the immoral relationship between the boss and subordinates. Official duties are seen as an extension of private leisure. Laissez-faire attitude to work has arrested the efficiency of local government and has drastically affected its performance.

Undue Interference

The degree of external influence and intrusion in local government affairs by the higher levels of government is worrisome and needs re-evaluation. Situation where the state governor unconstitutionally dissolves the entire elected council’s officers without proper investigations on spurious allegations is not good for the future of local government administration in the country. Such external interference indeed subverts democratic process and undermines constitutional authority at the grassroots level.

The crux of the matter is the ‘almighty’ power and misuse of it enjoyed by the state governments over local governments. Practically, and in true sense, local government in Nigeria lacks autonomous financial power. Local government is now considered as an extension of state’s ministry. The inherent nature of this problem has caused subservience, a situation where local government waits for the next directives from state government before the former could think of, let alone embarking on developmental projects. This has made local government an object of control and directives.

The major challenge that local government faces is the political control the respective state governor has on the local government chairmen. This is as a result of the fact that state governor sponsors election of most, if not all, of the chairmen. They are handpicked by the state governor rather than being elected. It is a clear case of who pays the piper dictates the tune. This again creates a problem of diversion of local government funds for personal use of state governor.

In Ondo state, for instance, there is this unholy alliance between state government and local councils in the state, where the state government constitutes Joint Action Committee, tagged ‘JAC’. Federal allocations to local government are first deposited into a particular ad hoc account before calling for the committee meeting. This in a way paves the way for the state government to plan for the local government and release the money in instalments. The motive behind this is to divert the money to another thing entirely which does not have impact on the lives of the rural dwellers but that will be beneficial to the state governor. Another thing is the interest that the money will generate in the bank. The implication of this is that few of the local government chairmen who have genuine intentions and are ready to perform are being discouraged. This again assigns more power and control to the state governor. The overall effect of this is the negative impact it has on the people of the grassroots as they are getting more and more alienated from developments. Also illustrative and instructive is the arrest and prosecution by the Economic and Financial Crimes Commission (EFCC) of the former Enugu State Governor, Chimaroke Nnamani, on the allegation of diverting local governments’ funds in the state. This shows the level of influence and control that state governors have over local governments in their respective states.

This undue interference has incapacitated local government from effective functioning on the one hand, and alienated grassroots people from enjoying social services delivery expected of local government on the other.

Conclusion

This paper examines the historical background of local government as well as the challenges it faces. While evaluating the problems of local councils in Nigeria, emphasis was placed on general indiscipline among the workers and high level of corruption in this level of government among other things.

The paper argues however that the creation of local government in most cases was not based on viability and developmental purposes as required by the constitution but on administrative conveniences, connections and contracts to score cheap political goals and to achieve legitimacy and enhance regime sustenance especially by the military rulers since most, if not all, of these creations were done by the military.

The resultant effect of this is that some of the local governments end up in financial crisis and are unable to tackle the challenges of services delivery and mobilisation of both human and material resources required for the functioning and meaningful development of the local government areas. In some parts of the country, local governments are considered as avenues for sharing their proportion of ‘national cake’. It is a ‘sharing point’ for some, while for others, it is a private property. As a consequence therefore, underdevelopments continue to wage on as people are either ignorant of or indifferent to the reasons for which local governments are created.

Also worrisome is the undue interference from other two levels of government. This essentially makes this level of government to have crisis of recognition and autonomy problems. The question here is: is local government the truly third tier of government or a ministry under its respective state government?

While we know that the basic rationale behind the creation of local government is to meet the peculiar needs of the people at the grassroots, it is however pathetic to note that local government has demonstrated incompetence in this regard. It is therefore desirable to suggest ways through which local government could come out from this inertia and stagnation.

Recommendations

The suggestions of this paper are based purely on experience and direct observations and are therefore practical and problem-solving. These include:

Economic Base

The major purpose of creating local government is to bring developments to the grassroots. In order to perform this adequately, there is need for local councils to have strong economic base. In this connection, it is suggested that statutory allocations to local councils be reviewed upward.

In addition to that, councils’ shares of the federation account to be released to them directly to avoid lateness in the payment of salaries and arbitrary deductions by state government. Local government should have representation in the Revenue Allocation and Fiscal Commission, which determines and shares the federated revenue to the beneficiaries. It is not enough to have an upward review of councils’ allocations, but also advisable for local councils to look inwards for improved Internally Generated Revenue (IGR). This will make them financially self-reliant. Besides, some local councils should look for ways of attracting industries to their areas as this will propel economic development and increase their revenue base.

The section 7 of the 1999 constitution that places local government under state government has made the former to be a mere appendage to the latter. For instance, the Ondo State House of Assembly recently passed a bill which seeks to amend the laws establishing local councils in the state. The implication of this is that, intermittent reforms and undue interference do not make local councils stable tier of government. The fear of uncertainty could cause apathy and inconsistence in policy and ideologies. It is however appropriate to suggest that the National Assembly should be the creating authority of local government as this will rightly place local government as the third tier of government with full direction and control over their respective localities.

Better Welfare Package for Staff

Workers in any organisation are the ones that make things happen and as such they occupy important position in production process. This is because they put life into raw materials and change its form to satisfy human wants. In consideration of this therefore, workers in local councils should be adequately motivated in order to prepare them for the task of service delivery.

Finally, the electorate should be educated and enlightened of the danger inherent in money politics, they should endeavour to vote for people of proven integrity rather than compromising their future and that of generation yet unborn on the altar of election.

It is the belief of this paper that strict observance to these suggestions can lift local councils from their relegated position of tools of manipulation to the aspired status of instrument of change and development at the grassroots level.

Israel’s Democratic Foes and Unilateral Woes

Amidst battle cries for Israeli cabinet resignations, there lies a sinister undertow that has been slowly churning and deepening over the last decade in Israeli politics. If left unchecked, it threatens the stability of every future Israeli government, and even, by proxy, the future of the State of Israel. The dangerous trend of political unilateralism has paved the way for the type of political negligence and arrogance that was so shockingly documented in the Winograd Report.

Political Unilateralism has become the scourge of Israeli politics. Issues of grave importance and vitality to national security are left to the whims of leaders who believe they have been voted a personal mandate and therefore are personally responsible for Israel’s welfare. These same leaders present strategies that become their personal missions, and, instead of engaging in democratic debate or creative analysis, push their agendas through government via deals, party politics and back room bartering. Looking at the last decade’s most important national decisions we see a pattern of unilateralism and non-democratic means utilised to push these decisions through the Knesset and out of reach of open and effective democratic challenge.

The Oslo Accords, hatched by a secretive elite and unleashed onto an unsuspecting world with great fanfare, were only presented to the Israeli Knesset after a White House signing. The subsequent vote was won by a breathtakingly slim margin that was manipulated by weeks of closed-door meetings. The trademark of this period was a rampage of violent Palestinian terror. Despite this, the legacy of Oslo was major concessions expected by Israel in return for empty promises from the Palestinians.

Under Ehud Barak, Israel’s midnight flight from Lebanon was preceded by his daily personal pronouncements months in advance despite the army being under fire daily. This was followed closely by his shocking, non- government ratified concessions to Arafat at Camp David, which were famously turned down. The result of this offer was the fury of the second intifada. The legacy of his Lebanon decision was the build-up of Hizbollah on the Lebanese border, and ultimately, the Second Lebanon War.

Ariel Sharon, the sanitizer of political unilateralism, championed the popular strategy that maintained Israel would eventually determine it’s borders if not diplomatically, then unilaterally. Nobody would have imagined that this would translate into the transfer and expulsion of thousands of Jews from their homes by a Jewish government. All this took place amidst blatantly undemocratic threats to fire any minister in the cabinet who did not vote for the disengagement. The result was daily rocket attacks on Israeli civilian populations, and unchecked tunnel building and smuggling of arms into all the evacuated areas. The legacy of this period was the consequent Palestinian elections that brought Hamas into power and onto the world diplomatic stage.

All of the above decisions had severe national consequences. None of the above strategies had a clear national consensus. None of the above was put to a national referendum, despite public outcry. At all times, any massive public protest, from oslo to Gaza, was undemocratically and forcibly opposed and suppressed, from not issuing permits, stopping buses en route, to extreme police violence. It is becoming clear that political unilateralism in Israel is not taking any cues from democracy, but rather from our Arab neighbors.

This political unilateralism has developed as a result of Israel’s party politics. By the time a Prime Minister has taken office, he is convinced of his popularity, national approval, and therefore personal mandate. In addition, this system has all but obliterated political accountability. In parallel to the growth of unilateralism, the Israeli public has felt increasingly powerless to engage in effective democratic protest. If Israel were to replace party popularity with regional responsibility via regional elections, all elected Knesset members would at least be accountable to their constituents, not their parties, and the people would finally have a voice in the Knesset.

It has been long understood that Israeli’s have admired the “bulldozer” mentality and are willing to push aside such “irrelevancies” as democratic discourse in favor of looking “tough” in a region of autocratic bullies. This might be an effective strategy if our political unilateralism was applied in Israel’s best interests, quid pro quo with the Arab world. But when unilateralism is manipulated to seemingly promote democratic ideals when in fact it is achieving the opposite, it becomes a danger to our very existence.

After the Winograd Interim Report, there will be committees established to determine anything and everything from decision making to strategic thinking to wartime chains of command. It is vital for Israel’s future that there be an official recommendation to change the electoral system if our dangerous political malaise is to be cured.

Down The Rabbit Hole and Ito The Surreal World Of The American Political Class

If they were asked to take a hard and honest look at the problems facing this country in today’s world, it is easy for most people to identify the five or six overriding issues that deeply affect the most Americans. I would bet that the following issues would make most people’s top ten:

- Two ongoing wars in the Middle East.
- A continuing battle against terrorism.
- Our failing public education system.
- An ongoing battle against the plague of illegal drug usage.
- Escalating health care costs.
- Both Social Security and Medicare heading for insolvency.
- Skyrocketing national debt and deficit spending.
- High unemployment.
- The lack of a national and rational strategic energy plan.
- Illegal immigrants and the problems caused by the lack of a national border security capability.

Wherever you fall on each of these major issues (e.g. against the wars or for the wars, against legalization of drugs or against legalization, etc.), most sane people would agree that if we could focus and solve just this small handful of issues, the real world would be so much better.

However, when you listen to politicians speak, you sometimes wonder what world and reality they are dealing with and living in. Have they fallen down the proverbial rabbit hole from Alice In Wonderland to a world that is different from the ones most Americans inhabit everyday? Could it be that these major problems facing the nation listed above, the same ones that have not been solved by the political class for decades, have not been resolved because the political class lives in a different dimension than us? Consider the following events relative to the American political class that have recently popped out of the rabbit hole of politics:

1) A county politician in Wisconsin, running for a political office, opines in a public forum and on camera that Arizona is definitely not a border state with Mexico.. In all of the maps of the country I have seen throughout my life, Arizona is shown to have a very long common border with Mexico. In this Wisconsin politician’s world, that is not the case, making it tough to solve the illegal immigration problem when we are looking at totally different maps.

2) When the Democrats took over both houses of Congress in 2006, the Speaker of The House, Nancy Pelosi, proclaimed that the Democrats would reign in the outrageous deficit spending habits of the Bush administration and the Republican Congress. She vowed that there would be no new Federal government spending unless other areas of the Federal budget were reduced in order to pay for the new government spending, her highly touted “pay as you go” approach to curtailing the size of government. She proudly proclaimed on her website: “While the President’s (Bush) budgets have turned surpluses into deficits, the Democrats’ budget takes America in a new direction, returning fiscal responsibility to Washington and the right priorities for our nation.” Given the fact that Federal government spending has grown significantly and budget deficits have skyrocketed (tripled) since this Democratic Party Congressional takeover and into the first two budgets of the Obama administration, it is apparent that Nancy Pelosi exists in a different universe from us. Most of us would agree that fiscal responsibility does NOT mean tripling the size of the deficit within four short years as it does in Pelosi’s mind. However, we would agree with her assertion that the Democrats’ budget is taking us in a new direction, the fast track to national bankruptcy.

3) Let’s stay with Pelosi for another trip down the rabbit hole because her world is so fascinating and different than ours. The Speaker recently announced that high unemployment is good, and that, in fact, high unemployment is one of the best ways to create jobs. You cannot make this stuff up, check out her press conference on YouTube where she seriously made this claim. Thus, in her world, the more people that are unemployed, the more jobs are created for those in need of a job. In her world, if we can get to 100% unemployment, everyone might have a job created as a result. Obviously, economic theory is different where she exists.

4) In Georgia Congressman Hank Johnson’s world, physical laws of nature are suspended. In a recent Congressional hearing, the Congressman expressed his worry that the U.S. island of Guam might tip over in the ocean. Again, you cannot make this stuff up, check the YouTube video of the hearing.

5) The Associated Press reported on July 15, 2010 that Federal prosecutions of illegal immigrants jumped to new high levels in the spring as the “Obama administration continued an aggressive enforcement strategy championed under President George W. Bush.” Apparently, in our world, 4,145 cases were referred to Federal prosecutors in March and April. This was the highest number of cases for any two month stretch in the past five years. The article also reported that deportations have also climbed significantly, from 185,944 in 2007 to 387,790 in 2009. So let me get this right: the Federal government is prosecuting and deporting more illegal aliens than ever but has the chutzpah to turn around and sue the state of Arizona for trying to reign in the same large wave of illegal immigrants coming into its state from Mexico? Seems kind of contradictory, at least in our world of reason. Apparently, it makes perfectly good sense in Washington, send home illegal immigrants with one hand and slap the state of Arizona with the other hand for doing the same thing.

6) On July 13, 2010, the Associated Press reported that over 100,000 pieces of children’s jewelry had to be recalled from retail shelves because the jewelry contained high levels of cadmium, a dangerous heavy metal if ingested. That’s the good news. the bad news is that in the world of government safety regulation (e.g. U.S. Consumer Product Safety Commission), one does not learn from past mistakes. Several years ago, U.S. government safety organizations failed to realize that there were many, many children’s toys being sold in this country that had high levels of lead, another substance that can cause severe damage to a child if ingested. After that recall, it turns out that the same manufacturers replaced lead with cadmium, resulting in another recall earlier this year, a recall that included millions and millions of products. One would have hope that after the lead scare, the safety organizations would have been more on alert about similar type products. No such luck. After we got through the first cadmium scare, we now have another one. In the product safety dimension, learning does not happen, disasters just repeat over and over again.

7) In the surreal world of the American political class, all Republicans are vehemently against homosexuals and Democrats are the only advocates for the gay way of life. However, in our reality, this is not the case. An Associated Press report from July 13, 2010, reported that a Republican gay rights group, Log Cabin Republicans, is suing the administration in Federal court over the refusal of the Obama administration to repeal the “don’t ask, don’t tell” military doctrine on gays serving in the armed forces. This will set up the surreal situation where a Democratic administration will be using taxpayer funds to defend a policy, a policy it also wants to see repealed, against a group that is traditionally been painted as anti-gay. Got that, makes no sense to me either.

And finally, lets leave this post with some Orwellian and otherworldly snippets from President Obama. George Orwell in his novel, 1984, was very precise when he showed how by manipulating how you say things, e.g. war is peace, freedom is slavery, etc., you can make the unreal become real. In President Obama’s world, getting our military out of Iraq means staying in Iraq, closing the Guantanamo Bay prison means leaving it open, not hiring lobbyists to serve in his administration means hiring lobbyists to serve in his administration, significantly reducing earmarks means increasing earmarks, being fully engaged in helping the Gulf Coast residents survive the BP oil spill means taking two vacations, playing seven rounds of golf, participating in several athletic photo ops with various teams, and taking at least two trips to California to campaign for other Democrats, and not raising taxes for anyone earning under $250,000 a year means raising the taxes for those same people’s kids and grandkids by allowing unprecedented government spending and national debt increases, increases that every American, present and future, will eventually have to pay.

The sad thing is that the political class lives in their own world, a world where the pay is very good, the benefits are great, you can almost never get fired since you have rigged the election process, and you don’t have to care what your constituents think and the issues they face. You also do not have to solve real problems like the war on drugs, failing public education, wide open borders, etc. even though these problems have plagued the nation for decades. That is why imposing term limits on all Federally elected politicians is becoming more and more critical, forcing them out of their worlds and other dimensions after one term, hopefully replaced by regular people that are grounded in this world and the major issues listed above. It is time to bury the rabbit hole once a fall all, stop wasting taxes and start tackling real issues and problems.

10 Infamous Presidents or World Leaders

The true measure of a man is how he or she is remembered. Among the great people of history, a few of our world leaders will be remembered for their actions-not positive, but negative. Some will be remembered with horror for the things they caused to happen, the deaths that they caused to take place, the economic woes they caused, or for their vast and outstanding attack on human rights.

Others will be remembered for the wars they began or the questions surrounding their policies and leadership. We do not compare these lives or leadership, merely state that they are among those which are currently most questioned and most notorious of all leaders of men.

Our list of the some of the most notorious or infamous world leaders include:

1.Ayatollah Khomeini

Spent ten years as the leader of Iran and Islam. He was one of the most strict and difficult people to please, and according to reports, the punishment for disagreeing with him was swift and severe.

While conversing at the Fayzieah School on August 30, 1979, Khomeini stated: “Who’s trying to bring corruption and destruction to our country in the name of democracy will suffer. They are worse than the Jews of Banu-Ghorizeh, and they should be hanged. We will torture them on the orders of God …”

In 1988 Khomeini ordered that the court officials judge everyone that was charged guilty and kill them. Thousands died in prison while more than thirty thousand political activists against Khomeini also died. Khomeina died at aged 86 in 1989.

2. Idi Amin Dada

At one time a doctor, charged with healing the sick, Idi Amin along the way to being ruler of his country seemed to lose that small spark of humanity. Taking power from another regime in a military uprising, he violated human rights excessively, and was responsible for many thousands of killings, which historians number between 80 thousand and half a million. Never, until his death did he offer any kind of remorse for the starving, beating, murders or ethnic cleansing that he brought about.

3. Hitler

Who needs an explanation of why Hitler has been added to this list? Among the most cruel and horrific his deeds with the Jews and the holocaust will be forever imprinted into our memories. Responsible for several million deaths, Hitler goes down in history as a violently made man of genius IQ who wasn’t seen as a threat to his country until far too late.

4. Pol Pot

Another in our array of the most notorious and the most prolific killers on the list. The leader of the Khmer Rouge as well as the Cambodian Prime minister until 1979 was responsible for the murder of more than 2 million people. All in all he was either directly or indirectly responsible for the death of more than one third of his country through mass executions and burials or slave labor of his people in the fields. He became best known for his “fields of murder.”

5. Fidel Castro

Hailed as a wonderful leader and the savior of his people, Castro is also among the most notorious and the most hated and feared by some. Known for perpetrating arrests against those who even speak ill of him, he is also hailed by his people for turning around the economy and helping them to become more prosperous. Do you see him as a petty despot, or a hero? That would depend on which side of Castro you ended up on.

6. George Bush

Noted as one of the most restrictive of presidents in the United States, Bush was president in a time when the twin towers were torn from the ground and American’s lost some innocence along with their freedom. Who was Bush? Did he really steal American freedom or were his reasons for war and erosion of American rights sufficient for the actions that he took?

7. Kim Jong Il

The leader of the Democratic Peoples Republic of Korea has been in power for more than half of his life. Among those things he is most noted for, the deifying of himself and his father, the cruel and brutal treatment of political opponents, as well as his having changed the constitution of Korea to have himself named the “supreme leader.” Sham trials and lengthy terms of hard labor are a staple diet of Korea under his rule. Speculation is rampant that he will step down later in September of 2010 in favor of his son.

8. Stalin

Known , for his brutality with detractors, and for his absolute refusal to hear a word bad about himself, he was also noted for his support of Lenin, though Lenin would as soon have not had Stalin to replace him. He was also known for his hatred and rising against Hitler, as well as his “scorched earth policy” to deal with the invaders. While he was not the leader many would have chosen Stalin remains virtually a legend and in fact, the structures that he put in place for government remained so until Gorbachev came to power in the mid 80s.

9.Charles Taylor

He was the president of Liberia from August 1997 to August 2003 when he resigned. He founded the National Patriotic Front of Liberia and launched an uprising to overthrow the Doe regime. This started the First Liberian Civil War. He became a prominent warlord. In 1997 he became president.During his presidency he is alleged to have supported the Sierra Leone rebels Revolutionary United Front (RUF) and giving them weapons.He also has been charged with war crimes by supporting RUF in their killing of thousands of civilians as well as torture. The RUF also recruited child soldiers and Charles Taylor was accused of helping them with this. He is currently in custody and undergoing a prolonged trial for his crimes against humanity and war crimes.

10. Saddam Hussein

Beginning in 1979 and lasting until 2003, Saddam Hussein lorded over Iraq with a fist of iron and killing all of those who opposed him. Touted and denigrated as the Hitler of modern times, Hussein drained swamps to starve out thousands who relied upon them for food, executed literally millions who opposed him and is also known for his ill treatment of the wives and daughters of those who opposed him. In some cases, even members of his own family disappeared without a trace. Using chemical weaponry against Iran, and even his own people. Hussein was executed in Iraq for his crimes against his country in 2006.

The above list is far from exhaustible there are many more infamous world leaders.

The South African national rugby union team (the Springboks) are the current holders of the Rugby World Cup and the Tri-Nations Championship. They are ranked number two in the IRB World Rankings as of 20 January 2010. They were named 2008 Team of the Year at the prestigious Laureus World Sports Awards. As of 23 October 2009, the Springboks were holders of every major trophy available to them: the World Cup, the Tri-Nations, Nelson Mandela Plate, Freedom Cup and British and Irish Lions Series Winners.

Although South Africa was instrumental in the creation of the Rugby World Cup competition, the Springboks did not compete in the first two World Cups in 1987 and 1991 because of anti-apartheid sporting boycotts of South Africa. The team made its World Cup debut in 1995, when the newly democratic South Africa hosted the tournament. The Springboks then defeated the All Blacks 15-12 in the final, which is now remembered as one of the greatest moments in South Africa’s sporting history, and a watershed moment in the post-Apartheid nation-building process. South Africa regained their title as champions 12 years later, when they defeated England 15–6 in the 2007 final. As a result of the 2007 World Cup tournament the Springboks were promoted to first place in the IRB World Rankings; a position they held until July the following year when New Zealand regained the top spot.

The Samoa national rugby union team is the representative side of Samoa in international rugby union. In Samoa, they are often called Manu Samoa, in honour of a famous Samoan warrior, and from 1924 to 1997 competed as Western Samoa. They perform a traditional Samoan challenge called the siva tau before each game. They were formerly members of the Pacific Islands Rugby Alliance (PIRA) along with Fiji and Tonga. They are ranked 12th in the world. They have recently been bankrolled by millionaire Sir Michael Fay, one of New Zealand’s wealthiest men.

Rugby was introduced to Samoa in the early 1920s and a governing body was soon formed. The first international was played as Western Samoa against Fiji in August 1924. Along with Tonga, these nations would meet regularly and eventually contest competitions such as the Pacific Tri-Nations – with Western Samoa winning the first of these. Samoa have been to every Rugby World Cup Tickets since the 1991 tournament. That tournament, along with the 1995 competition saw them make the quarterfinals.

Dear Presidents/Prime Ministers,

On behalf of the poor people of Africa, I send you this protest letter.
We are angry. Yes we the people are very angry. We have endured your ill conceived, harsh and austere economic and social policies for quite too long. We have watched silently to see you and your cronies enjoy while we the masses continue to suffer. We have no jobs, no income, no savings and have no place to lay our heads while you and your selected few live in mansions at the expense of the very poor you are refusing to take care of. You have consistently ignored all our cry for help even though you know our plights very well.

Are you not appalled by the scale of poverty and the living conditions of the people? Are you not appalled to see children selling on the street instead of being in the classroom? Are you not appalled to see children sleeping rough on the streets of our capital cities and scavenging for food while you and you cronies frequent between five star hotels? Don’t you care about the dignity of the people you claim to be serving?

For years you have asked us to sacrifice and even today we are still sacrificing, but anytime we look at you and your circle of friends we see that you are in a different suit, in a different four wheel drive, in a different hotel, and in a company of ladies, surrounded by bodyguards. How many more years should we continue to sacrifice and tighten our belts why you and your cronies enjoy from our sweat? We cannot continue any longer. No we cannot.
We are tired of all of you who call yourself leaders of the people. We are tired of the dictatorships, media censorship, torture, force imprisonment, wars and the political instabilities. We are tired of being refugees. We are tired of seeing our children die of preventable diseases. We are tired of sharing water from the same source with animals; water infested with bacteria and viruses. We are tired of lack of access to education, health, energy, food, medicines, shelter and clothing. We are tired of having to work with cutlasses and hoes in this 21st century. We are tired of having to rely on nature to plant our crops. We are tired of having to plant without fertilizers. We are tired of having to use 18th century seeds that yield next to nothing. We are tired of having to endure poverty, starvation, diseases, humiliation, torture, oppression, in your very hands.
Above all, we are tired of your excesses. We are tired of your corrupt practices and the looting of the treasuries. Your foreign bank accounts are swollen with hundreds of millions of dollars, pounds and Euros while hundreds of millions of people live on one dollar a day.
Despite the abundance of natural resources, poverty is sending many of your people into their graves at an early age and you are not bothered. The economic, social and political chaos and the failures written everywhere in the continent are the fruits of your poor and ineffective leadership.

When you meet to pick leaders from among yourselves who do you select? Is it not lifelong dictators, tyrants and kleptocrats with no credibility and what does that say about your judgement too?

We are tired of you using our money to procure arms for your own protection while children go to school barefooted and on empty stomach; while hospitals are without essential medicines; while factories are folding up for lack of electricity; and while harvested crops remain in the bush for lack of good roads.
In spite of the widely existence of technologies that you can adopt to tend the huge natural resources into material wealth to benefit us, you have rather opted for arms and military machines to kill and oppress us.

We are tired of your dithering. Even nations with little or no sunshine have access to solar energy and you what have you done with the abundance of sunshine found everywhere in the continent? We are tired of all your inactions, the wait and see and the do nothing approaches to problem solving.

There are many of you that we have not chosen or asked to lead us yet are carrying themselves as our leaders. Such people we demand should retire and allow elections to take place immediately. We demand an end to torture in Egypt and starvation in Ethiopia and Zimbabwe. We demand an end to the dictatorial rule in Libya, Egypt, Cameroon, Gabon, Zimbabwe, Sudan, Uganda and the Gambia. We demand an end to the instabilities in DR. Congo, Sudan, Somalia, Northern Uganda, Chad and Madagascar. We demand an end to the genocide in Darfur and the killing of innocent children, women and civilians.

We demand an end to the official corruption and graft in Nigeria, Gabon, Equatorial Guinea, Cameroon, Angola, DR. Congo, Chad, South Africa, Kenya and Guinea. We demand an end to the eroding of democratic values in Ethiopia, Nigeria, Egypt, Mauritania, Guinea, Guinea Bissau, Equatorial Guinea, Cameroon and Gabon. We demand an end to the injection of tribalism in our politics. We demand an end to the use of the continent as a hub for cocaine shipment to Europe. We demand better public services now. We demand better education, health, transport and telecommunication infrastructures now. We demand affordable housing now.

We demand irrigation facilities, tractors, equipment and improved seeds for our farmers now. You’ve asked us to tighten our belts while you have loosened yours. This cannot go on any more. We are starving to death while you are developing protruding bellies. You are having lavish birthday parties while cholera and starvation is threatening us. Your greediness and insensitivity are forcing the best of your people to seek greener pastures abroad.

We demand a share in the revenue from the sale of oil, gas, gold, diamond, timber, cocoa, coffee, coltan, manganese, copper, bauxite and tin ore. We demand a say in the way your governments are run; a say in the way you and your ministers are selected. We demand a say in the way you spend our money; and a say in the way contracts are awarded. It is not going to be business as usual anymore. We demand change now. We demand probity and accountability now. We demand political action to solve the numerous problems facing we the people.
Look at the world around you. Don’t you see or hear what is going in Asia, Latin America, Europe and North America? Can’t you see that you and your people are being left behind? When you meet with your colleagues in Africa or sit in your offices, how many of the things you see or use are made here in Africa? Aren’t you ashamed that after ten, fifteen, twenty, thirty, forty years in power your people still use hoes and cutlasses for farming, tools their forefathers used before they were colonised? Aren’t you ashamed that after all these years of independence your people cannot feed themselves; cannot read and write; rely on handouts from Europe and America; and the youth are in a hurry to leave the continent for you? Can’t you see?
Well, a word to wise is enough but remember that you can fool some of the people all the time and all the people some of the time but you cannot fool all the people all the time. We are watching.
